ច្បាប់សារពើពន្ធនៃព្រះរាជាណាចក្រកម្ពុជា គឺជាកាតព្វកិច្ចកំណត់ដែលប្រជាពលរដ្ឋ និងស្ថាប័នទាំងឡាយត្រូវអនុវត្តតាម។ វាជាហានិភ័យដ៍ធំសម្រាប់សង្គមស៊ីវិលប្រសិនបើពួកគាត់មិនគោរពតាមច្បាប់ស្តីពីសារពើពន្ធដែលត្រូវបានកំណត់នេះ។
ដើម្បីឆ្លើយតបទៅនឹងស្ថានភាពបច្ចុប្បន្ន អង្គការគណៈកម្មាធិការសហប្រតិបត្តិការដើម្បីកម្ពុជា (គ.ស.ក) បានរៀបចំសិក្ខាសាលាមួយស្តីពីកាតព្វកិច្ចពន្ធដារសម្រាប់សង្គមស៊ីវិលនាថ្ងៃទី២៧ ខែកញ្ញា ឆ្នាំ២០១៧ ដែលនឹងប្រព្រឹត្តទៅនៅអគារ ដាយកូនៀ ជាន់ទី៣ ដែលមានអស័យដ្ឋានផ្ទះលេខ ១៩ - ២១ ផ្លូវលេខ៣៣០ សង្កាត់បឹងកេងកង៣ ខណ្ឌចំការមន រាជធានីភ្នំពេញ។
សិក្ខាសាលានេះនឹងជួយបង្កើនការយល់ដឹងបន្ថែមទៀតដល់អង្គការសង្គមស៊ីវិលទាក់ទងនឹងកាតព្វកិច្ចនៃការបង់ពន្ធ និងជួយឲ្យមានអនុលោមភាពនៃការបង់ពន្ធកាន់តែប្រសើរឡើង ព្រមទាំងជួយដល់ការធ្វើផែនការបង់ពន្ធផងដែរ។
