Together to Strengthen Social Protection System in Cambodia

Tet Phanny, 34 years old, lives in Sralau Tong Village, Pou Commune, Tbaeng Meanchey District, Preah Vihear Province. She is a farmer. 

Phanny mentioned that: “In the past, I and other community members did not fully understand the social protection system and its benefits, especially the Family Package Program for pregnant women and children under 2 years old, as well as how to register on the mobile phone through the Public ID Poor App.” 

She explained that the training provided her with knowledge about the benefits of the social protection system and the Family Package for vulnerable groups (pregnant women, children under 2 years, persons with disabilities, the elderly, and poor families). 

Moreover, the training helped change her attitude and understanding: “We began to shift from being fearful and thinking everything was difficult to being more confident and active.” 

After completing the training, Phanny applied what she learned by sharing it with her family and other community members. She also helped six poor and vulnerable families register for the Equity Card (IDPoor) in the Public ID Poor App. In addition, she helped distribute informational leaflets about social protection and social security within her community. She noted:  

“All six families I assisted with registration in the Public ID Poor App have now received their Equity Cards.” 

She also encouraged for poor families to apply for the Equity Card through the authorities or by using the mobile app on their own, as it is easier, avoids the need to travel to government offices, and allows them to maintain confidentiality. She added that the Equity Card is highly beneficial to poor and vulnerable families because it helps reduce their financial burden through monthly cash assistance and provides access to public health services at no cost. Families can receive check-ups and treatment at health centers and provincial hospitals without paying—especially helpful for pregnant women and young children. 

Lastly, she requested to Cooperation Committee for Cambodia (CCC) continue providing this training to more communities and youth, giving them more opportunities to gain knowledge. In particular, she emphasized that the training helps people learn how to apply for the Equity Card on their own. She also suggested including lessons on how to register in the Public ID Poor App, as this would make the process even easier.
