The cooperation committee for Cambodia (CCC) is the leading and longest-established membership organization for domestic and foreign NGOs in Cambodia. since 1990, ccc has been working to strengthen the cooperation, accountability and development effectiveness of civil society organizations in Cambodia, and to promote inclusive partnership between government, civil society organizations, development partners, and private sector for sustainable development in Cambodia. Introduction
The Internet is becoming the vital platform from daily activities to political debate in Cambodia. Activism and advocacy online have been popular among advocators and activist for human rights and democratization process in Cambodia. Overview of the digital context, digital rights allow people to access, create, and publish information through online media and massive connection to the outside world. A total of 24.65 million cellular mobile connections were active in Cambodia in early 2024, with this figure equivalent to 144.7 percent of the total population. A new report from the ASEAN Foundation has found that 30 per cent of the Cambodian population possesses basic media and digital literacy skills, while 67.5 per cent of the population has internet access. The Kingdom faces a significant digital literacy gap, in spite of its rapid adoption of digital technology.
Digital rights are a human right, and the digital space is an essential tool and platform to enhance civic space and the enabling environment for CSOs. Civil society plays a significant role in ensuring fundamental freedom online.
CSOs particularly are facing an increase of legal compliance obligations during this period of digitalization. The COVID-19 pandemic increased the capacity and innovation of the government in the digital realm (e-government). Therefore, online communication has become a normal platform. However, the women and vulnerable group who are not able to access or effort the digital platform will be left behind.
In addition, they some extend the groups might access to the digital platform without knowledge of security and safeguarding information to protect themselves especially those who are working in the
field of civic space, and human rights related issues at the community or grass-root levels. As a result, there is a need to strengthen the capacity of those groups to comply with these legal requirements and adapt to a virtual system that transcends traditional human interactions. In this context, CCC, responsible
for coordinating advocacy and ensuring compliance with relevant legal frameworks, will need to adopt a suitable position that bridges the gaps.
Application Process
Interested candidates should submit an Expression of Interest (EoI) and Technical Proposal to the Cooperation Committee for Cambodia (CCC) by 25 September 2024 to: recruitment@ccc-cambodia.org.
