Strengthening Civil Society for Democratic and Sustainable Development in Cambodia (Phase III)
- Introduction
Cooperation Committee for Cambodia (CCC), established in 1990 and registered with the Ministry of Interior, is Cambodia’s longest-established and largest membership-based civil society organization. As of 2025, CCC represents nearly 189 Domestic and Foreign NGOs working across diverse development sectors and geographical areas. CCC also maintains formal collaboration agreements with provincial NGO networks and engages actively with national and sub-national government institutions, development partners, civil society platforms, and the private sector.
Building on its long-standing program-based approach, CCC has implemented the EU-funded project “Strengthening Civil Society for Democratic and Sustainable Development in Cambodia (Phase III)” for the period January 2024–December 2026. The project is implemented under the NDICI–CSO thematic priority and contributes to strengthening an enabling environment, democratic space, and the sustainability and effectiveness of civil society organizations (CSOs) in Cambodia.
Phase III is implemented in nine target provinces[1] and Phnom Penh, with interventions at national and provincial levels. The project responds to key contextual challenges, including shrinking civic space, regulatory landscape, reduced CSO funding, digital governance risks, and Cambodia’s transition toward Least Developed Country (LDC) graduation.
As the project will conclude in December 2026, CCC intends to commission an independent endline evaluation to assess achievements, challenges, outcomes, impacts, sustainability, and lessons learned. The evaluation findings will inform accountability to the European Union, CCC’s strategic planning, and the design for a new project or related interventions.
- Project Theory of Change
The theory of change of the EU-funded project “Strengthening Civil Society for Democratic and Sustainable Development in Cambodia (Phase III)” articulates how the project’s interventions are expected to contribute to strengthening civil society’s role in democratic governance and sustainable development. It is grounded in the assumption that a supportive enabling environment, effective multi-stakeholder engagement, and strong institutional support mechanisms are essential for CSOs to operate legitimately, collaboratively, and sustainably. The EU project’s theory of change included one goal and three specific objectives/outcomes as below:
Goal: Strengthen civil society organizations (CSOs) by providing them with an improved enabling environment and democratic space.
Specific Objectives (Outcome):
- Improve partnership and collaboration between different actors in advocating for the monitoring legal frameworks, reforms, and policies affecting CSOs at the national and provincial levels;
- Strengthen CSO networks so that they have the necessary strategies, voice, representation and influence to affect policies relevant to them; and
- Enhance CCC’s capacity to act as a resource hub for CSOs at the national level, while building up several provincial CSO resource hubs.
Primary beneficiaries of the GHP:
- All NGO members of CCC (190 NGOs) and 570 of their staff members (270 women).
- 180 NGOs of 9 Provincial NGO networks and 270 of their staff members (including 100 women).
- 25 youth ambassadors (15 women) whose capacity are carefully developed through the SDG Youth Ambassador Project of
- 30 representatives from the Government – the Ministry of Interior (NCDD, ISAF, ), the Ministry of Economy and Finance (NAC, GDT), CDC, the MoLVT, Arbitration Council, NSSF, MoP, and the Ministry of Justice.
- 20 representatives from development partners – UNDP, UNV, EU, USAID, NPA, DCA, UNRC, JICA, KOICA, Indonesia Aids, Diakonia, and
- 15 companies/corporations from the private sector who will be engaged though the interventions related to Corporate Social Responsibility (CSR), inclusive partnership dialogue, financing for development dialogues, SDGs dialogues,
- 220 NGOs of PNGO networks (16) with total of 400 staff members (150 women)
- 1,000 Youths who engage in CCCs’ workshops, meetings, trainings, campaign, etc.
- 5,000 CSO members in target provinces and Phnom Penh including women, youth, disabled people, LGBTIQ, IP, and other marginalized
III. Objectives of the Evaluation
The following specific evaluation objectives translate the overall purpose of the endline evaluation into concrete areas of assessment aligned with the project’s logical framework and OECD/DAC criteria. The evaluation aims to:
- Assess the extent to which the project’s achievements and challenges and provide information and strategic recommendations that are credible and useful for the future decision-making process for a new project proposal and CCC new program strategy.
- Document good practices, areas of improvement, lessons learned, and propose sustainability actions that shall be carried out after the project comes to an end.
- Provide to endline evaluation report for all the indicators as stated in the logical frameworks of the project.
- Key Evaluation Questions
The evaluation should address, but not be limited to, the following questions aligned with OECD/DAC criteria:
Relevance and Coherence
- To what extent did the project respond to the needs and priorities of CSOs at national and sub-national levels?
- How coherent was the project with EU strategies, national development frameworks, and other CSO support initiatives?
Effectiveness
- To what extent were the project’s objectives, outcomes, and outputs achieved?
- How effective were policy dialogue platforms, advocacy efforts, and CSO coordination mechanisms?
Efficiency
- Were resources (financial, human, technical) used in an economical and timely manner?
- Were implementation and partnership arrangements appropriate and cost-effective?
Impact
- What changes (intended and unintended) did the project contribute to at organizational, network, and policy levels?
- To what extent did the project contribute to strengthening civic space, CSO legitimacy, and policy influence?
Sustainability
- To what extent are project results likely to continue after EU funding ends?
- How sustainable are the national and sub-national CSO Resource Hubs?
- Methodology
The evaluation shall employ a mixed-methods approach, combining qualitative and quantitative methods. The methodology should include, but not be limited to:
- Desk review of project documents, EU reports, logframe, monitoring data, and relevant policies;
- Key informant interviews with CCC staff, CSOs, PNGOs, government representatives, development partners, and EU representatives;
- Focus group discussions with CSOs, youth, and network members at national and subnational levels;
- Surveys or other quantitative tools where relevant;
- Case studies illustrating significant change or good practice.
The project evaluation will assess performance based on OECD/DAC criteria and consider the project's visibility and stakeholders. CCC will supply relevant documents to the consultant team and discuss study methodology as needed to ensure quality.
The consultant/team shall present a detailed methodology in the proposal/inception report, including sampling, data collection tools, ethical considerations, and limitations.
- Timeline
The evaluation is expected to be conducted between May-July 2026, with an indicative duration of approximately 8–10 weeks from contract signing to final report submission.

The final report shall be written in English and structured around OECD/DAC criteria, including executive summary, methodology, findings, conclusions, lessons learned, and actionable recommendations. Final Evaluation Report (maximum 30 pages, excluding annexes).
VIII. Required Qualifications and Experience
The consultant or evaluation team should demonstrate:
- Proven experience in conducting EU-funded project evaluations;
- Expertise in OECD/DAC evaluation criteria;
- Strong understanding of civil society, governance, and civic space in Cambodia;
- Knowledge of key national policies/laws (minimum 7 years) such as LANGO, Taxation Law, Accounting and Auditing Law, Labour law, Cyber Law, National Strategic Development Plan (NSDP), Decentralization and Deconcentration (D&D), National Program on Sub-National Democratic Development Phase II (NP-2), National Social Protection Policy Framework (SPPF), Financing for Development, Cambodia Sustainable Development Goals (CSDGs), Development Cooperation and Partnership Strategy (DCPS) and other policy framework related to CSOs;
- Ability to translate technical findings into actionable, practical recommendations.
- Knowledge of multi-stakeholder initiatives such as Global Partnership on Effective Development Cooperation (GPEDC), and others.
- Experience in participatory, gender-responsive, and conflict-sensitive evaluation approaches;
- Excellent writing and communication skills in English, ability to produce concise reports, policy recommendations, and presentation;
- Knowledge of the Khmer language is a strong asset.
- Award Criteria
Proposals will be assessed based on the following criteria:
- Experience and competencies of the applicant (40%)
- Technical quality (understanding of the assignment, methodology, workplan & timeline, presentation, etc.) (30%)
- Financial offer (all services and costs included) (20%)
- Quality and feasibility of the work plan and team allocation (10%)
- Budget and Payment Schedule
The total budget available for this evaluation will be shared upon request. Payments will be made upon satisfactory completion of the following milestones:
- 10% upon contract signing and approval of the inception report;
- 30% upon completion of questionnaires;
- 30% upon presentation of key findings;
- 30% upon approval of the final evaluation report.
