NGO Code, Voluntary Certification System for CSOs in Cambodia to be Revised

Phnom Penh (August 5, 2014) – Dr Sok Thim, Chairperson of Executive Committee of Cooperation Committee for Cambodia (CCC), called for support and active participants from CCC’s 147 members to promote the application of the Code of Ethical Principles and Minimum Standards for NGOs in Cambodia and Voluntary Certification System (VCS).

According to the memo issued on August 1, 2014, the code and VCS aim to promote good governance, accountability and professional practice and to guide CSOs on how to well governed and managed their organization and program.

“I trust that CCC management and staff stand ready to work with you all in deferent arrangements to support you and your partners to meet the standards of good governance, accountability and professional practice”, Dr Thim stated, adding that CCC and its members can effectively advancing the accountability, transparency, and good governance of CSOs in Cambodia.

The new version consists of 25 standards, 71 indicators, and 65 guidelines under six key themes such as (1) good governance, (2) relationships and communications, (3) sound financial management, (4) accountability and transparency, (5) quality assurance, and (6) effective human resource management.

CCC implemented the NGO Governance & Professional practice (GPP) since 2004 (originally known as the NGO Good Practice Project). The Code and VCS is unique in Cambodia and is one among the only two systems in Southeast Asia, Cambodia and the Philippines. It has been recognized internationally as it was cited in Accra Agenda for Action that the Cambodia Code and VCS are the best tools to promote accountability within CSOs in Cambodia.
