National Action Culture for the Orphan Poor Children Association (N.A.C.O.P.C.A), (ស.ច.វ.ជ.ក.ក)in Khmer language, was founded by Mr. Sou Savang (Joker), Mrs. Peng Phan (Actress) and 8 volunteer staffs on July 27,1999 in Phnom Penh City.
