Background
Co-operative Association of Cambodia (CAC) was formed by five groups of savings and credit co-ops which were interested to help the rural poor people and farmers who could not access financial services from microfinance institutions (MFIs) and banks. CAC was formed in September 27, 2007 and began to operate its activities in early 2008. Before officially forming, CAC has experienced and succeeded with its action learning and pilot assistance in operating with Credit Union of Farmers based at Tramkok district, Takeo province in 2003 – 2007, Saving and Credit Associations at Rolea Pae distirct, Kampong Chnang province in 2007. CAC has registered its name under Ministry of Interior # 1223, in August 13, 2010 after 3 years pilot operation and it is continuing to extend its support and operation to other kind of financial cooperatives such as credit unions, self help groups (SHGs), savings banks, village banks, farmer associations, business co-ops and other agricultural co-ops at the provinces in Cambodia which can be benefited from CAC’s assistance. CAC is a financial co-operative federation movement which is working together with many different kinds of grassroots co-ops for socio-economic development. It has been providing the opportunity for the co-ops to create the business, improve the quality of financial services and assist the farmers, the rural poor families to access microfinance for improving their agricultural products, markets, businesses, incomes and livelihoods. CAC is working base on the cooperative values of "self-help, self-responsibility, promotes social economy, democracy and equality, equity and solidarity" and the seven cooperative principles. As co-operative federation and central financial facility operation and capacity building, CAC is owned and controlled by the members. It is not for profit, not for charity but for service organization which assists the co-operatives to build a better future self-reliance, self responsibility and quality services.

Vision
1. The rural healthy co-ops are able to provide the quality financial services to its members. 2. The rural co-op members are accessible to microfinance for businesses to improve household incomes and social economy. 3. The co-op members are able to define and access to the market for their business enterprises and agriculture products
Goal
CAC’s goal concurs with International Cooperative, Credit Union and Millennium Development Goal (MDG) to work on the poverty reduction and improve rural livelihood especially on rural economic development. Enhance the capacity of Co-ops to become self-reliance and sustainable organization so that they are able to participate with social economic development and poverty reduction.
