The review process is designed to assess and determine if the applicant organization meets the required standards.  NGO GPP staff conducts an initial review of the submitted application and materials, if they are found to be complete, further review (desk review) will take place involving the Voluntary Certertification system Working Group. Upon the recommendation of the Working Group, a field visit and review will be conducted by NGO GPP staff. The desk review and field visit report will be submitted to the NGO Code Compliance Committee members for final approval.

Successful organizations will be awarded a Code Compliance Certificate which is valid for up to three years. Other applicant NGOs will receive capacity development through workshops, training, mentoring/coaching and other methods in order to become compliant with all 26 standards in the NGO Code.

The Voluntary Certification system was launched in June 2007, to date (February 2012) there have been 121 applications from 113 applicant NGOs (8 reapplications). 33 of them have been certified against the NGO code and are recognized as role model NGOs in Cambodia. The successful applicant NGOs are Mithsamlanh, Salvation Center Cambodia (SCC), Vicheasthan Bondos Bodal Neak Krup Krong Karngea Akphiwat (VBNK), Cooperation Committee for Cambodia (CCC), Youth Star Cambodia, Community Capacities for Development (CCD), Srer Khmer, Rain Water Cambodia (RWC), Hagar Cambodia, Operations Enfants du Cambodge(OEC), Environment Protection and Development Organization (EPDO), Legal Aid of Cambodia (LAC), The NGO Forum on Cambodia, Non Timber Forest Products Organization (NTFP), Support Organization for Rural Farmers (SORF), Peace and Development Aid Organization (PDAO), Disability Development Services Program (DDSP), Handicap International (HI-France), Ponleur Komar (PK) , Indigenous Community Support Organization (ICSO), Cambodia Organization for Women Support (COWS), Cambodian Farmer Economic Development (CFED), Transcultural Psychosocial Organization (TPO), Cambodian Rural Development Team (CRDT), Neary Khmer, Cambodian Disabled People’s Organization (CDPO), Krom AkphiWat Phum (KAWP), Organization to Develop Our Villages (ODOV), Children Development Association (CDA), Gender And Development for Cambodia (GADC), Rural Economic and Agriculture Development Agency (READA), Church World Service Cambodia (CWS), Life With Dignity (LWD), Kampuchean Action for Primary Education (KAPE) and Save Cambodia's Wildlife(SCW).
