Aid & Development Effectiveness
In 2008 in an attempt to engage provincial NGOs in the national aid effectiveness agenda, CCC conducted a series of workshops to help participants to become aware of internal and external factors that facilitated and/or hampered their own efforts and potential to contribute to development assistance in Cambodia. In addition, the workshops provided opportunities for NGOs across the country to have discussions with government officials and in particular representatives from the Council for the Development of Cambodia (CDC).
Participants learnt about the concept and principles of aid effectiveness as expressed in the Paris Declaration (PD) and the Accra Agenda for Action (AAA), and found that these apply to the aid relationship between official donors and recipient governments, and that they are relevant to NGO relationships with both sub-national governments and international NGOs that are their donor counterparts.
Such awareness enables the sub-national NGO leaders to reflect and become better change agents while working with their respective fund providers and beneficiaries by aligning their thinking and actions in line with the 5 core principles of the PD and AAA.
Consolidated feedback from the workshops confirmed an overwhelming need for provincial NGOs to link up their day-to-day work to aid effectiveness principles. Additional dialogues and consultations related to aid effectiveness should involve local authorities, donors, and recipient NGOs. These dialogues and consultations will, over time, bring all parties concerned onto the same page and will also contribute to foster closer relationships between the NGO community, the donor community and the government.

| The Open Forum for CSO Development Effectiveness | ![]() |
The Open Forum for CSO Development Effectiveness is an international CSO-driven process launched in June 2008 by more than 70 representatives from CSO platforms and networks from around the world participating in an exploratory meeting in Paris.
Globally, regionally and nationally, CSOs’ collective and dedicated initiatives in the aid dialogues have resulted in donors' and governments’ recognition of and commitment to greater engagement with CSOs as development actors in their own right. CSOs are concerned not just about aid effectiveness but more so on development effectiveness – the impact of the actions of development actors on improving the lives of the poor and marginalized; and the promotion of sustainable positive change that addresses, within a democratic framework, the root causes as well as the symptoms of poverty, inequality and marginalization.
It is in this light that the Open Forum for CSO Development Effectiveness was conceptualized as an international CSO-driven process toward coming up with a global development effectiveness framework and enabling environments for CSOs through consultations with CSOs and other development actors.
CCC acted as facilitator for the Open Forum process in Cambodia, conducting national consultations with CSOs, representing the voices of Cambodia's CSOs at the Open Forum's first global assembly in Istanbul, Turkey in September 2010, and as co-host of the Second Global Assembly of the Open Forum for CSO Development Effectiveness, held in Siem Reap in June 2011.
