2.      BACKGROUND/HISTORY OF THE NETWORK:

A group of non-governmental organizations and associations formed a network called Kampong Cham NGO Advocacy Network (KNAN). KNAN conducted its monthly meeting before the 1998 National Elections. The purpose of the meeting was to present each NGOs activities. The network drafted its policy, statute and regulations in March 1999. A group of Star Kampuchea staff interviewed 15 NGO representatives to collect information after it had held the meeting with them. 

On June 23, 1999, the network elected its committee called Kampong Cham Advocacy Network Committee (KCMAN).  In the meeting of December 12, 2000 the network decided to change its name to Kampong Cham NGO Advocacy Network (KNAN) and chose ADHOC and Khmer Institute of Democracy in Kampong Cham as the center for its activities.

After the agreement had been made between K-NAN members during the meeting on the formation of K-NAN, Star Kampuchea has developed a program with some funding support for the implementation of K-NAN. This program has supported the regular monthly meeting process of KNAN and its committees by focusing on local problems, providing services and surveys on social problems in local areas. The program has also focused on training for capacity building on Advocacy and Networking as well as administration skills. In this process Star Kampuchea  has assigned one of its CBP (Capacity Building Program) staff to be responsible for coordinating the network with technical and financial assistance for the implementation since 1999. 

3.            PRIMARY PURPOSE OF THE NETWORK:

  • Ensure that citizens enjoy well-being;
  • Help change backward and undeveloped attitudes of citizens in society;
  • Help identify and solve immediate problems of people concern in their areas.

4.      PRIORITY KEY ISSUES:

Advocacy and lobbying on specific issues from four sub committees:

(1)   Women and Children Prostitution,

(2)   Land Disputes and Environment,

(3)   Factory Workers, and

(4)   Fishery Lots. 

The four sub committees meeting are held once a month at the ADHOC office in Kampong Cham
